Fofana moved to Stamford Bridge in January 2022 in a deal worth £10.6m but would make just four appearances under former Blues boss Graham Potter.
The 21-year-old headed off on loan to Union Berlin for the season but his time in Germany was not productive at all and he was was recently recalled by Chelsea.
Spanish side Sevilla have since registered their interest in the Ivory Coast international but Burnley have now joined the race to sign him.
Vincent Kompany’s side are serious contenders to land Fofana, according to The Athletic, as they look to bolster their squad for the second half of the season.
The Clarets, who were promoted last term after clinching the Championship title, are currently in a Premier League relegation battle and sit 19th in the top-flight.
Burnley tried to sign Ian Maatsen from Chelsea in the summer transfer window but he rejected them and now looks set to join Borussia Dortmund on loan.
Chelsea boss Mauricio Pochettino effectively confirmed Maatsen’s move to Dortmund on Tuesday.
‘Well I think it’s obvious that of course he’s not here because he’s in negotiations with [Dortmund],’ Pochettino said.
‘When something happens, the club will inform.’
