Pep Guardiola's side were 3-0 up and cruising but they fell apart in the final 15 minutes are gave up their win to continue their misery.
Elsewhere, it was a more positive Tuesday night for Arsenal who smashed Sporting Lisbon 5-1 in Portugal.
Tomorrow evening, Liverpool face Real Madrid in a blockbuster while Aston Villa host Italian giants Juventus.

Not just figuratively speaking...literally.
Pep Guardiola's head is full of scratches after watching Man City throw away a 3-0 lead in the final 15 minutes.
You may have noticed in almost all of the pictures of Pep tonight, he's got his head in his hands.
And this is what he's been doing, seemingly taking out his anger and stress on his head and leaving big red marks.
He looks like he's been in a warzone!
Speaking in his press conference after the game, Guardiola admitted: "With my nail [I cut my nose]...I want to harm myself."
Guardiola's reaction
Man City boss Pep Guardiola has now reacted to his team's embarrassing slip-up in the Champions League this evening.
He told Amazon Prime Video: "The game was fine at 3-0, playing good, but then we concede a lot of goals because we were not stable.
"We gave them the first and then the other one, that is why it was difficult.
"We lost a lot of games lately, we are fragile and of course, we needed a victory, the game was good for the confidence.
"We were playing a good level but the first time something happened we had problems."
Guardiola continued: "I don't know if it is mental. The first goal cannot happen and the second as well.
"After that we forget what happened, we were desperate to win and do well, we do well but don't win games.
"The situation is what it is. We played a good game but at that level, we can't give them away."
"Right now I am not ready to think about that [need to win final three games to finish top eight]," he added.
"We have to recover and prepare for the next game. If we are not able to win games like we did today it is difficult to do it."
'They're in crisis'
For the first time, in what was the 942nd game of his managerial career, Pep Guardiola has seen his side fail to win a match after leading by three goals.
And Darren Bent has assessed Guardiola's side's collapse tonight at the Etihad.
Bent told talkSPORT: "You've got to find a way to get it over the line. That was criminal.
"For Man City to be 3-0, I was thinking 'right that game's over' but the fact that they're three goals up and can't see it over the line against a side who are fourth in Holland, there's serious problems there.
"I know it's not a defeat but in a game that they had wrapped up, for them to let it slip tells me that there's a mentality issue there which hasn't been there for so long.
"They're going to have to pick themselves up because they've got a hard, hard game this weekend against Liverpool but that performance and that result will not do them any favours."
Bent added: "We're used to Man City bouncing back, but now when they go 3-0 down and concede it's like they go into survival mode.
"Usually the Man City we know would put their foot down or keep possession and see the game out.
"Now they concede goals and look like they're in crisis."
City woes continue
Manchester City have conceded two or more goals in six successive matches in all competitions for the first time since May 1963.
That happened during a season in which they were relegated from the top-flight.
City let in three tonight, four at the weekend against Tottenham and two in the game before that versus Brighton.
That followed another four in the Champions League against Sporting and two in clashes with Bournemouth and Spurs again.
In those six outings, they've lost five and now drawn one.
Incredible
Things just keep getting worse for Pep Guardiola...
Man City are the first team in history to lead a Champions League match by three goals as late as the 75th minute and fail to win.
They were flying at the Etihad and dominated almost the entire game, with Erling Haaland scoring a double.
But in just 15 minutes they collapsed and they've now extended their unprecedented winless streak in all competitions.
Full time scores
That is unbelievable.
How on earth have Man City let that slip?
It's a miserable night for the Citizens, but for Arsenal, it's a perfect one as they scored five away from home at Sporting.
There were so many goals throughout all the games tonight, and here are all the full time scores:
Sparta Prague 0-6 Atletico Madrid Slovan Bratislava 2-3 AC Milan Young Boys 1-6 Atalanta Sporting Lisbon 1-5 ArsenalManchester City 3-3 FeyenoordInter Milan 1-0 RB Leipzig Bayern Munich 1-0 PSG Bayer Leverkusen 5-0 Salzburg Barcelona 3-0 BrestIt's all over!
Wow, wow, wow! It's full time!
Feyenoord have scored three goals in the last 15 minutes to sink Manchester City who just fell apart.
They're now winless in six games...
Adrian Durham live on talkSPORT: "Pep Guardiola looks like an old man. This run is ageing Pep Guardiola.
"He can't believe what has just happened. There are faces of disbelief on the players."
Man City 3-3 Feyenoord
How on earth has that happened?
Man City had this game won but they've completely fallen apart and Feyenoord have made a dream comeback.
The only English sides to fail to win a Champions League game in which they were 3+ goals ahead were Arsenal vs Anderlecht in November 2014 (3-3) and Liverpool vs Sevilla in November 2017 (3-3).
After five straight losses, they've now given up a comfortable lead to miss out on a much-needed win.
GOAL! Man City 3-3 Feyenoord: David Hancko
OH MY GOODNESS! UNBELIEVABLE!
MANCHESTER CITY HAVE CRUMBLED!
They were 3-0 up after 53 minutes but they've collapsed and Feyenoord have equalised!
Ederson charges out of goal but Igor Paixao gets in behind first and crosses to David Hancko who scores to sink Man City!
This is incredible!
GOAL! Man City 3-2 Feyenoord: Santiago Gimenez
Oh wow! Surely not?!
Feyenoord have scored a second and with eight minutes to go, Manchester City are now only one goal ahead!
Santiago Gimenez has come off the bench to score and the Dutch side are dreaming of a historic comeback here.
What is happening at the Etihad?
Man City have now conceded 2+ goals in six successive matches in all competitions for the first time since May 1963.
GOAL! Sporting 1-5 Arsenal: Leandro Trossard
A FIFTH FOR ARSENAL!
Mikel Merino's strike is saved but Leandro Trossard is there to head home into an empty net from the rebound.
What a night for the Gunners!
It's the first time since 2008 that they've managed to score five goals away from home in the Champions League!
Sporting 1-4 Arsenal
Mikel Arteta makes some changes.
Declan Rice, Martin Odegaard, Gabriel Martinelli and Riccardo Calafiori are all off after a good shift.
They'll get some rest ahead of the weekend now.
The same can't be said for Bukayo Saka who has never seemed to get much of a break under Arteta's management.
We've got 10 minutes to go in tonight's games.
GOAL! Man City 3-1 Feyenoord: Anis Hadji Moussa
A goal back for Feyenoord!
Man City are denied a much-needed clean sheet to instil some defensive confidence.
Anis Hadji Moussa scores what is likely to be a consolation for the Dutch side at the Etihad.
It came from a misplaced passback from Josko Gvardiol and he won't want to see that back...
Pep Guardiola will just want to see this out now.
Man City 3-0 Feyenoord
Less than 20 minutes to go at the Etihad now.
Man City have had almost 70 per cent of the ball in the second half and they look comfortable at the moment.
Those two goals to extend their lead to three have killed the game and they're set to finally end their losing streak.
This is going to be City's first win since October 26.
Kevin De Bruyne has come off the bench for the final stages.
GOAL! Sporting 1-4 Arsenal: Bukayo Saka
FOUR FOR ARSENAL!
That relieves so much pressure for the Gunners.
Bukayo Saka smashes into the bottom left corner and the Sporting goalkeeper had no chance to stop it.
His strike whips into the side-netting.
That goal was Arsenal's first penalty scored in the Champions League since Olivier Giroud netted against Olympiakos in December 2015.
Surely that's enough for three points for Mikel Arteta's side?
PENALTY! Sporting 1-3 Arsenal
IT'S A PENALTY FOR ARSENAL!
Martin Odegaard is brought down in the box by Ousmane Diomande and a spot-kick is awarded.
There was no doubt about that one...
Darren Bent live on talkSPORT: "It looks really naughty, it's clumsy and 100 per cent a penalty."
Sporting 1-3 Arsenal
The momentum has been shifted in Portugal.
Since getting a goal back early in the half, Sporting have been applying lots of pressure on Arsenal.
The Gunners have been camped in their own half and they're even just hoofing it forward to get a breather.
Mikel Arteta will need to see a solid defensive performance now after watching a vintage attacking one in the first half.
There's half an hour to go in tonight's action.
Darren Bent live on talkSPORT: "They look at bit rattled at the moment, Arsenal. They haven't got going."
GOAL! Man City 3-0 Feyenoord: Erling Haaland
ANOTHER FOR Erling HAALAND!
Manchester City are cruising now!
Instantly after Ilkay Gundogan's strike, Haaland adds a third and that will do it for the hosts at the Etihad.
It's 46 Champions League goals in 44 games for the Norweigan now.
The Premier League sides are flying.
Darren Bent live on talkSPORT: "They're going to win 15 in a row now!"
GOAL! Man City 2-0 Feyenoord: Ilkay Gundogan
MAN CITY HAVE A SECOND!
They've doubled their lead instantly in the second half and they're now comfortably on their way to three points.
Ilkay Gundogan finishes from the edge of the box via a deflection.
Pep Guardiola's side are set to end their losing streak!
GOAL! Sporting 1-3 Arsenal: Goncalo Inacio
NOW THIS IS INTERESTING!
Less than two minutes into the second half and Sporting Lisbon have a goal back to shake this game up!
Goncalo Inacio flicks a volley past David Raya at his near post from a corner!
That's exactly what Arsenal wouldn't have wanted.
Darren Bent live on talkSPORT: "Arsenal have started a bit sloppily in the second half. They seem to have been unnerved."
Back underway!
The games are getting started again!
Arsenal have surely got this game wrapped up against Sporting but they'll want to maintain their lead.
For Manchester City, they're 45 minutes away from their first win in six games to end their losing streak.
Stick with us for updates...
Half time scores
That's half time in tonight's Champions League games.
Arsenal are cruising to victory while Manchester City finally have the lead thanks to Erling Haaland's record-breaking penalty.
Elsewhere, Robert Lewandowski has joined Cristiano Ronaldo and Lionel Messi in the UCL 100 club.
Here's the scores from around the grounds:
Young Boys 1-4 Atalanta Sporting Lisbon 0-3 Arsenal Manchester City 1-0 Feyenoord Inter Milan 1-0 RB Leipzig Bayern Munich 1-0 PSG Bayer Leverkusen 3-0 Salzburg Barcelona 1-0 BrestGOAL! Sporting 0-3 Arsenal: Gabriel
THAT'LL DO IT FOR ARSENAL!
It's a third and surely three points wrapped up before half time.
Declan Rice whips in a corner, and Gabriel charges onto the cross to smash home a header!
He then seemingly celebrates with Viktor Gyokeres' celebration!
That'll rustle the Sporting fans who have barely seen anything from Gyokeres due to Arsenal's domination so far.
Darren Bent live on talkSPORT: "Arsenal from start to finish have been absolutely superb."
Credit: GettyGOAL! Man City 1-0 Feyenoord: Erling Haaland
MAN CITY FINALLY HAVE THE LEAD!
After all of their dominance, frustration was starting to build as they couldn't find the net.
However, after Erling Haaland was brought down in the box, he stepped up to take a penalty...
And he netted his 45th Champions League goal!
Haaland is the youngest player to ever reach that number!
He's also reached 50 goals and assists in the competition faster than any other player in history, doing so in just 44 games.
Sporting 0-2 Arsenal
Arsenal are cruising against Sporting.
The hosts look a shadow of the team that beat Manchester City 4-1 in their last Champions League game.
They've not lost a game in this competition yet this season, but it's looking bleak for them this evening.
Darren Bent live on talkSPORT: "Sporting looks like a team who aren't used to going behind and losing.
"Arsenal need to make the most of that, they need to sense that they're there for the beating. If they score a third, that's the tie over.
"Sporting look like they're not sure how to attack.
"Arsenal are so comfortable in possession, it's actually scary."
