That is because he has plenty of terrific talent at his disposal that he could wish to deploy in his forward line.
Manchester City's Phil Foden is expected to form part of the 23-man squad for the tournament.
The 23-year-old has managed eight goals and seven assists in 23 games so far this season.
Foden most recently netted a hat-trick as Man City swept aside Brentford 3-1 back on February 5.
Another player in contention is Arsenal's Bukayo Saka, who continues to reap the rewards.
The Gunners attacker, like Foden, has played 23 games in the Premier League to date and has scored 10 and assisted seven.
Saka most recently found the net in Arsenal's 3-1 victory over Liverpool, as they narrowed the gap at the top of the Premier League to just two points.

Having joined the club in a £40million deal from Man City last summer, the 21-year-old has 10 goals and six assists for Mauricio Pochettino's side.

His recent two assists at the death helped the Blues secure a vital 3-1 win away against Crystal Palace.
UEFA has reverted to a pre-Covid 23-player limit for squads at the tournament, which gets underway on June 14.
It remains to be seen who Southgate opts to take, though if all three continue to impress and fire on all cylinders, then it is certainly hard to leave any of the trio out.
