The Premier League superstars missed out on the World Cup in Qatar and were powerless to stop a similar fate for the Euros after finishing behind Spain and Scotland in qualifying.
Their Scandinavian rivals Sweden will also be absent, with Newcastle striker Alexander Isak, Tottenham winger Dejan Kulusevski, and Manchester United's Victor Lindelof without a ticket.
