Having wrapped up deals for Leny Yoro and Joshua Zirkzee, United are eager to strengthen in midfield with Uruguay international Ugarte emerging as their next top target.
The 23-year-old joined the French champions from Sporting Lisbon last summer having rejected an offer from Chelsea but reports have suggested Luis Enrique has informed the player he is not part of his immediate first-team plans.
PSG are also thought to be closing in on a deal to sign Joao Neves from Benfica, a development that would push Ugarte further down the pecking order at Parc de Princes.

While the Netherlands international is keen on the move that would see him reunited with former Ajax manager Erik ten Hag, United are still to meet Bayern’s asking price which stands at £42m plus bonuses.
United’s latest bid stood at just over £25m, still considerably short of Bayern’s valuation with the German giants not prepared to negotiate a smaller fee.

United will likely have to offload current members of their squad to help finance further incoming business.
Having already sold Mason Greenwood to Marseille, United will consider offers for Victor Lindelof, Aaron Wan-Bissaka and Christian Eriksen with Harry Maguire, Jadon Sancho, Scott McTominay and Antony among those available for the right price.
