Cross River State Governor, Senator Prince Bassey Edet Otu
Governor Bassey Otu of Cross River State, on Monday, assented to the Cross River State Local Government Amendment Bill 2025.
Among others, the law, in Section 5(2), introduced adjustments to the percentages of funds allocated from Local Government Councils to key ministries, departments, and agencies, “aiming to improve efficiency”.
The law also increased the number of departments in the local government councils from seven to 12 under Section 4(4).
Section 20(1) now entrusts the Vice Chairmen of Councils with responsibilities related to humanitarian affairs, peace and conflict resolution, border and boundary issues, and sports.
Section 21 mandates that all appointments into Executive Councils must reflect Federal Character.
Other important changes include the strengthening of the positions of the Council Secretary and Clerk of the Legislative Council by providing additional staff support under Sections 22(3) and 22(6).
Sections 22(a) and 22(b) allow for statutory appointments of up to 50 persons and the creation of Ward Relations Officers, with the status of Special Assistants, for each Council Ward.
Section 33(3) outlines appointments for leaders, including the Chief of Staff and Chief Press Secretary, and Deputy Leaders of Councils.
Sections 45(A, B, and C) establish the office of the Head of Local Government Administration, specify criteria for appointments, and outline the conditions for cessation of office.
