The Nigerian Institute of Quantity Surveyors has called for improved procurement practices in government projects, focusing on efficiency, cost management, and better resource allocation.
At a press conference in Abuja on Tuesday, ahead of the Institute’s 2024 Annual General Meeting, NIQS President Kene Nzekwe emphasised the vital role quantity surveyors play in managing resources effectively.
He urged both public and private sector stakeholders to adopt modern tools and best practices to improve project delivery.
Nzekwe highlighted that the NIQS AGM, scheduled to take place in Port Harcourt from November 26-29, 2024, will focus on the theme “Strengthening Quantity Surveying Practices and Processes for Growth and Sustainability in a Turbulent Economy.”
He described this year’s theme as particularly relevant, given Nigeria’s current economic challenges.
“In these turbulent times, the role of quantity surveyors in ensuring efficient resource allocation and cost management for capital projects cannot be overemphasised,” Nzekwe stated.
The President noted that the Institute has been proactive in developing initiatives to strengthen the profession and improve project outcomes.
He mentioned the establishment of a comprehensive cost databank, which, once completed, will provide reliable data to benchmark the costs of capital projects.
“It will provide reliable data that stakeholders can use for accurate cost estimation, fostering informed decision-making in project planning and execution,” Nzekwe explained.
Additionally, Nzekwe emphasised the importance of the NIQS Building and Engineering Standard Method of Measurement. This standardised set of rules promotes transparency and consistency in costing building and civil engineering works.
“If deployed across all projects in the industry, it can significantly improve project outcomes,” Nzekwe said.
He urged both professionals and stakeholders to adopt BESMM 4R to enhance financial accountability and project quality.
The Institute has also introduced the Standard Method of Resource Scheduling for small-scale construction projects and the informal sector.
According to Nzekwe, this initiative is designed to assist smaller builders and project managers by providing clear guidelines for resource allocation and scheduling, ultimately improving project outcomes and sustainability.
Nzekwe stressed that while the Institute is doing its part, government action is crucial in transforming Nigeria’s construction sector.
“The government must take decisive steps to align project plans with realistic resource availability, select projects for implementation based on thorough value-for-money and social cost-benefit analyses, and enforce strict adherence to procurement guidelines,” Nzekwe said.
He also underscored the need to separate design and cost management responsibilities to ensure greater transparency and accountability in the procurement process.
He urged the government to involve qualified quantity surveyors in all construction and infrastructure projects.
“We urge the government to ensure the involvement of qualified quantity surveyors in all construction and infrastructure projects to maximise efficiency and sustainability,” Nzekwe stated.
Nzekwe reaffirmed the NIQS’s dedication to advancing the profession and supporting Nigeria’s development agenda.
“Through collaboration, innovation, and adherence to best practices, we can build a sustainable and prosperous future,” he said.
