Manchester City star Phillips has agreed to join West Ham, talkSPORT understands.
Talks between the Hammers and City over the terms of a loan move are at an advanced stage.
Both clubs are hopeful of thrashing out a deal, with Phillips wanting to leave City to boost his playing time ahead of Euro 2024.
The Hammers' interest in England midfielder Phillips has been driven by manager David Moyes.

West Ham are interested in a move to sign Chelsea forward Broja this month, talkSPORT understands.
Broja has endured a disjointed time at Stamford Bridge after suffering a serious knee injury in late 2022, with the Irons rivalling Wolves and Fulham for the chance to revive his career.
However, according to talkSPORT’s chief football correspondent Alex Crook, a permanent move seems unlikely this month.
Speaking in his transfer round-up on Monday’s White And Jordan, Crook said: “The fee that I’ve been given in terms of the money that Chelsea want to recoup is £35million.
“Of course there was talk of £55-£60million for Broja last week – that always seemed a little bit fanciful.
“I’m just not sure that any of those clubs are going to put £35million on the table in this transfer window.
“Instead what we could see happen is a loan until the end of the season with an obligation, but I still think it’ll be dependent on Chelsea bringing in a reinforcement of their own.”

Arsenal midfielder Smith Rowe is attracting interest from West Ham, talkSPORT understands.
The Hammers are open to signing Smith Rowe, who has struggled for game time since the start of last season, on a six-month loan.
Smith Rowe has been limited to just seven Premier League appearances this season - starting once.
Though it is believed that Smith Rowe is focused on staying at Arsenal until at least the summer as he looks to fight for his place.
Arsenal also want to retain the services of the England international.

West Ham are said to be targeting a double move for the former Tottenham duo, now at Sunderland and Ajax respectively.
The Telegraph report that a move to east London would give Black Cats ace Clarke another chance to establish himself in the top-flight.
The report adds that West Ham are weighing up bids for both players but are expected to sign only one new forward.
Bergwijn, a 32-cap Netherlands international, is unlikely to be allowed to leave on loan due to being Ajax club captain, according to the Sun.
