Rosie O’Donnell’s daughter Chelsea Belle O’Donnell was arrested for child neglect and possession of drugs after police reportedly found her 11-month-old son near a meth pipe last month.

The 27-year-old was charged on Sept. 17 with four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and THC, the latter of which is commonly found in cannabis, according to court docs obtained by In Touch Friday.

She was reportedly also hit with two misdemeanors: disorderly conduct/domestic abuse and possession of illegally obtained prescription drugs.

Chelsea was arrested and charged after officers visited her home in Marinette, Wisc., on Sept. 10 due to a dispute she had with her boyfriend, Jacob Nelund, that promoted her to call police, the docs state.

While on the phone, dispatchers could reportedly hear a woman telling another person to “get the hell away.”

Upon arrival, police noted Chelsea’s pupils were “dilated” and that she “was not being honest whatsoever.”

The officer who documented the visit also said he had been called to the home for a “similar incident” weeks prior and experienced the same situation.

While interrogating Chelsea at her home, she was found with a meth pipe in her pocket. The pipe reportedly had meth residue in it.

Once police detained Chelsea and entered her home, they documented finding “horrible” living conditions.

They then shockingly located a meth bong and meth pipe “that a small child could have easily grabbed,” according to the police report.

Police said they also found “a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles” under her child’s crib.

“Inside the bedroom that appeared to be designated as [the child’s] room, there were numerous used hypodermic needles,” a second officer reported.

“Several of them were loaded with blood. There were old apples, garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child].”

There was also a “used meth pipe and a gem bag with meth in it” located in Chelsea and Nelund’s bedroom, per the docs.

Police found evidence suggesting the house was used for drug trafficking as well as a setup to cook meth.

“It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment,” an officer wrote in his report.

Chelsea was later found to be in possession of 18 grams of meth after an arresting officer noticed her “digging into her butt or her vaginal area.”

Following her arrest, Chelsea’s baby was placed under the care of Nelund’s friends. She was released on bail shortly after.

The troubled mom reportedly then had another run-in with the cops during a separate incident on Oct. 10 when she was pulled over.

She allegedly attempted to throw a meth pipe out the window and the officer found “three used needles” in the vehicle’s center console, according to In Touch.

She was detained but was first taken to the hospital, where she was found to have oxycodone, morphine and sulfate pills, plus a baggie of methamphetamine, which she had hidden in her bra.

Chelsea was arrested again and reportedly charged with possession of meth, bail jumping, possession of narcotics and other misdemeanor charges.

In Touch reported that hearings for both cases are scheduled for November.
