There is no option or obligation to buy included in the deal, meaning it's a move that makes sense for Spurs and Veliz.
Veliz is a new arrival at the Tottenham Hotspur Stadium, having just joined from Rosario Central for £13m last summer.
He is just returning from a knee injury, and with Timo Werner, Richarlison and Heung-min Son, it's hard to see how he would get much game time in the remainder of the campaign.
Veliz has made eight appearances for Tottenham this year, scoring one goal, but a chance for some regular first-team football should be a good move for the 20-year-old.

Tottenham have been linked with a late move for Bournemouth striker Dominic Solanke.
The Sun report Spurs were lining up a £50m bid for the former Liverpool striker.
Solanke has enjoyed a great season for the Cherries, scoring 12 goals this season, but talkSPORT's Alex Crook reports that Bournemouth aren't expecting any offers for the striker.
Tottenham looked and decided it was best to leave any potential deal for Solanke.
Spurs haven't struggled to score goals this season, so you can see why they are happy with their forward options.
But if Solanke keeps up his current form, don't be too surprised to see Tottenham return for the striker later this year.
